I just got back from DC yesterday. We bought hotel tickets through priceline.com. Stayed at a four-star hotel for $88. It was approximately 15 minutes away.
As far as sightseeing, most of your monuments are within walking distance to the White House. Don't forget to check out the Vietnam Memorial between the Lincoln Memorial and the White House. Very sobering!

With Priceline you have to bid but you can get some incredible prices. I got a 4 star in NYC last November for $125/night (The normal price was $450/night). Check them out and you'll see what I mean.

http://www.hotwire.com is great. Lots of really nice hotels for a lot cheaper than other sites, and often the same price as crappy hotels.
