I got a 4 star in NYC last November for $125/night (The normal price was $450/night). Check them out and you'll see what I mean. I have checked every site on the web (or at least most of the big ones anyway) and the two best I have found are:

We bought hotel tickets through priceline.com. Stayed at a four-star hotel for $88. It was approximately 15 minutes away. As far as sightseeing, most of your monuments are within walking distance to the White House. Don't forget to check out the Vietnam Memorial between the Lincoln Memorial and the White House.
